Public meeting debates Centennial Park's coming BMX track

There was a priest at my college, Fr. Findlay, who once told me, a wry grin on his face: “All change is from the devil.”

It’s not an unpopular sentiment in Toronto, it seems.

The latest instance of it came at a recent public meeting on the subject of the new BMX tracks already being put up in Etobicoke’s Centennial Park. Part of the PanAm/Parapan Games, the tracks will be available for use by the public once the games are done.

The public meeting was meant to be informational rather than consultational; construction on the project is already under way. But the 15 to 20 people who showed up were still grumpy.

“It was largely attended by those folks who were never so supportive of the project from the outset, including the former councillor Doug Holyday,” says Catherine Meade, director of the PanAm/Parapan Games capital project.

In addition to concerns about the park’s environmental impact (though the project passed the usual environmental assessment process and got approval from the Toronto and Region Conservation Authority), and the difference between the initial cost estimates and the final budget (the initial budget was for a temporary track built in a parking lot; the final project is for one that will last for several decades), people at the meeting were also worried about the increase in the use of the park that the tracks might inspire.

Others, perhaps among those who did not attend, may think more people using the city’s parks could be a good thing.

The presentation of the work that’s been done — work started at the end of August — and what’s yet to happen was made by architect Roman Mychajlowycz, principal at KMA Architects. Brendan Arnold, the Ontario Cycling Association’s BMX development coach, spoke about the impact of building tracks like this on the sport in the province, including the OCA’s plans to use it themselves for training.

The facility, which will include two tracks, one with a 5-metre ramp open to the public, and one with an 8-metre ramp meant for training and professional use, will be finished by spring.

The PanAm/ParaPan Games are being held in the GTA July 10-26 and Aug. 7-15, 2015.

Fort York's lauded visitors centre finally opens

The Fort York visitors centre officially opened last week, and with it, a new era in the career of one of the country’s most significant historic sites.

After playing a major role in the defence of the city of York during the War of 1812, the new city of Toronto rather overtook it, and in recent decades, it’s been in real danger of disappearing from the municipal consciousness.

“Until now, Fort York National Historic Site was invisible to passersby,” says Jonathan Kearns, principal at Kearns Mancini Architects, one of the two firms behind its design. “Altered by two centuries of lake fill, it is now 500 metres from the shoreline of Lake Ontario, below the elevated concrete canopy of the Gardiner Expressway and geographically landlocked by rail corridors. The Visitor Centre establishes a prominent front door to the Fort where none previously existed. As the area is growing with new residential developments, an opportunity was identified to make Fort York a focal point, urban amenity and cultural anchor to the neighbourhood.”

The 22,000 square foot, $25-million building, carved into the landscape so as not to overwhelm the low-lying site as well as to create the impression of the promontory the place once was, is the opening gambit in a long-term development plan for the 43-acre site.

“The façade asserts a strong physical presence from Fort York Blvd, anticipating future use of the space below the Gardiner as a wonderful ‘city room,’” Kearns says. “Behind, the building emerges from Garrison Common as an illuminated wedge clad in backlit cast glass channels, allowing the low-slung buildings of the Fort to remain the architectural focus. Environmentally, the earth-sheltered architecture allows for more efficient humidity and climate control and allows control of natural light without compromising the artifacts.”

According to Kearns, the intention is for the new building not only to welcome visitors to Fort York, but to the broader area of old York/Toronto, and ultimately becoming a new urban amenity.

“The Visitor Centre will act as a interpretative hub for the entire historic area, including not only the seven-acres within the Fort's walls but also the archaeological landscape, the Garrison Common, Victoria Memorial Square, the Fort York Armoury and Garrison Creek parkland being developed to the east.

“The Visitor Centre will include visitor and information services, galleries for permanent and temporary exhibitions, spaces for meetings and educational programming, a café and administration offices. The Centre will extend beyond its primary purpose to become a new venue for events and community gatherings within the city.”

Weren't we supposed to be getting a tunnel for the island airport?

A passenger who has just missed the Marilyn Bell to Billy Bishop airport and has to wait as much as 15 minutes for it to return from its 121-metre journey may well wonder, Whatever happened to that pedestrian tunnel they were building?

Turns out, tunnel-building’s a slow business, though you get some indication of how it’s going when you get across to the island and can peer down into a very large hole beside the gangway from the ferry into the terminal.

According to the Toronto Port Authority, who are doing the dig in a public-private partnership with Forum Equity Partners and contractor PCL, “The mainland terminal structure is progressing vertically as insulation, waterproofing, reinforcing steel and concrete continue to be placed. Within the tunnel, the motors that will drive the moving sidewalks have been installed and work has begun on the tunnel wall framing, as well as architectural finishes. The escalator bank roof slab on the island is complete and walls in the elevator shaft are nearing completion.”

It is also, apparently, still on budget, which was set at $82.5 million, which is coming from the partnership, as well as portions of the improvement fee departing passengers on Porter and Air Canada pay.

"The tunnel will be the only fully pedestrian, underwater tunnel in the world that connects travellers from a mainland to an airport island," says Ken Lundy, director of infrastructure, planning and environment for the TPA, "and is a key component of our traffic management strategy smoothing out the flow of passengers and alleviating congestion stemming from travellers arriving and departing in four ferry ‘waves’ per hour."

There was a glitch last April, when the diggers discovered metal sheeting and pilings from an abortive 1935 attempt at building pretty much the same tunnel, minus the Minority Report-style digital proximity-sensitive advertising the TPA and Black have planned for airport pedestrians. But in spite of that, it is still on schedule for completion early next year.

As the East Bayfront grows, Waterfront invests in making it cycle-friendly.

Waterfront Toronto is not satisfied to wait until the East Bayfront is finished before opening it up to cyclists. It wants them there now.

And so they’re building an interim cycling infrastructure (and one for pedestrians as well), that will serve the burgeoning area until development and funding are in place.

East Bayfront was a formerly industrial part of the waterfront,” says Waterfront spokeswoman Sam Gileno. “It lacked basic infrastructure such as a continuous sidewalk on the south side of the street. The full revitalization of Queens Quay in this area is dependent on funding for the East Bayfront LRT. The interim pedestrian and cyclists improvements will help connect the area until funding for this important transit line is in place and construction is complete.”

According to Gileno, there are two major projects getting underway.

First is a cyclist network.

“We will create a continuous off-street Martin Goodman Trail on the south side of Queens Quay which will separate cyclists from motor vehicles along the waterfront,” she says. “By spring, 2015, when both this project and the revitalization of Queens Quay are complete, the Martin Goodman Trail will be in place from Bathurst Street all the way to Parliament Street.”

The second is a continuous sidewalk for pedestrians.

“Currently the sidewalk in this area is an asphalt path,” she says. “It will be replaced with a city standard concrete sidewalk with landscaping alongside. A north-south pedestrian crosswalk will also be added along the east side of the Parliament Street intersection.”

The two will cost $1.8 million, which includes both hard and soft costs, and will remain in place until Queens Quay has been fully renovated.

New report reveals plans for Lower Yonge Precinct

Yesterday, Waterfront Toronto and the City of Toronto gave the public an update on what's going on with the plans to develop the 12-hectare chunk of the city known as the Lower Yonge Precinct.

The parcel goes from Yonge to Jarvis, the Gardiner to Queens Quay, and includes the Toronto Star tower, the big LCBO, a Loblaws, and a lot of parking.

As the presented report says, “Since this waterfront precinct is so centrally located, its skillful and appropriate revitalization is critical to the waterfront’s success.”

The plan involves extending Harbour Street all the way to Jarvis, building a new street between Cooper and Lower Jarvis, and putting in a park. While “acknowledging its contextual relationship to the downtown core to the west and the St. Lawrence community to the north,” the proposed density doesn't seem to be learning much from St. Lawrence, long acknowledged as one of the city's most successful bits of planning. 

The most important aspect of the development of this precinct, however, is likely to be its role in connecting the centre with the eastern port lands, like the Canary District and the Distillery.

Leslieville BIA makes the best of a big summer mess

Think of it as an east-ender's take on "Keep calm and carry on."

A few months ago, the Leslieville BIA was confronted with a conundrum that's becoming increasingly familiar around the city.

It's burgeoning strip, just a few years into its own, was going to be more or less shut down as the city and the TTC ripped up its very heart, the intersection of Queen and Leslie, to install new tracks for the new, bigger streetcars that will soon be streaming out of Leslie Barns to the south.

As a result, from May 12 to June 21, Leslieville, like St. Clair and Roncesvalles before them, was going to be in a form of municipally imposed suspended animation.

So they studied what happened on St Clair when the right of way was installed, and Roncesvalles when they got their tracks and much of their under-street infrastructure replaced over a period of months, and even went as far afield as Banff for ideas.

Then they hired a Leslieville designer, Kinnon Elliott, who came up with the poster for the "Take a Leslieville detour" campaign to keep people shopping, eating and strolling down their strip of Queen.

The BIA's co-ordinator, Cathy Quinton, says they used a bus shelter ad space donated by the TTC for one big poster, and the on-site TTC staff offered to put up other versions of Kinnon's work in place of their actual detour signs.

"The TTC themselves have been extraordinary," Quinton says, praising the weekly status update meetings they have together to keep the shopkeepers up to date during what can be very trying and frustrating times.

And to celebrate the end of the disruption, the BIA is organizing a Lemon Fest, following the theme of making lemonade when the city hands you a lemon.

On June 21, there will be neighbourhood lemonade stands between Vancouver and Booth, the boundaries of the BIA, a photo booth for people to give their best puckered faces, local framer Heliographics is offering a first prize of free custom framing for the best lemon-based image submitted by festival goers, and restaurants along the strip will feature a lemon dish of the day.

All proceeds from the day will go to Leslieville's family Red Door Shelter.

John Campbell talks the future of the Waterfront

A lot of people will soon be inhabiting the Waterfront, all ultimately gathered in an area that has, traditionally, been more or less unserved by transit, given its largely industrial heritage, making the roll-out of transit options, from mass transit to bicycle access to roads for cars, of paramount importance in the coming years.

On March 25, Waterfront CEO John Campbell and First Gulf CEO David Gerofsky had a conversation about the Waterfront's future and its present city-building initiatives under the moderation of Glen Murray, Ontario’s Minister of Infrastructure. The title of the discussion was "Connecting the Dots: Waterfront Roads, Rail and Redevelopment."

Both CEOs have played a role in creating entire neighbourhoods (First Gulf is responsible for redeveloping the former Lever Brothers lands), making them both familiar with the obstacles and opportunities specific to this rarefied form of city-building.

"Developing an entire neighbourhood requires a big vision and a well-thought out fully integrated plan," Campbell told Yonge Street after the event. "In order to create a vital and inclusive neigbourhood you need to ensure that there is a complimentary mix of residences, commercial and retail space, and public spaces. Having a well-thought out plan ensures that you avoid having uses that don’t fit and need to be fixed or adjusted afterwards. You also have to ensure that you have the necessary infrastructure in place to support the needs of the community – now and in the future. 
 
"Waterfront Toronto’s approach has always been strategic revitalization as opposed to simple real estate development. We take an integrated planning and design approach that looks not just at buildings but at all the things that make great cities, such as street networks that link to the rest of the city and scale that fosters a good sense of community, walkability and balancing all modes of transportation. We also emphasize parks and public spaces, and we design in a way that’s environmentally and economically sustainable."

Campbell listed public cynicism, limited resources, global competition and complexity as the main challenges behind creating communities from whoe cloth.

Though the benefits are at least as redoubtable. Campbell said that the $1.26 billion that has been invested in the Waterfront is generating $3.2 billion of economic output, $622 million in government revenues, and 16,200 years worth of full-time employment.

Included in this is $2.6 billion of development, which he helpfully spelled out for the audience. Bayside Development is worth $910 million, the PanAm/ParaPan athletes’ village $814 million, River City $383 million, Monde condos $276 million, Toronto Community Housing $95 million, and George Brown College’s Health Sciences campus $85 million.

In addition to that, Campbell claimed there were 44 recent or planned developments on privately owned land adjacent to Waterfront lands that is capitalizing on Waterfront infrastructure to the tune of $9.6 billion.

Brika pop-up doubles in size at The Bay

Pop-up shops tend to pop-up and pop back down again just as quickly, but Brika popped, stayed, and expanded.

Founded by Jen Lee Koss and Kena Paranjape as an online seller of "craft, elevated" in December, 2012, Brika popped up into the offline world in October in a 300 square foot space the two negotiated in the basement of The Bay on Queen Street in exchange for a cut of the revenues.

Brika is part of a stream of pop-ups popping up around the city, especially around West Queen West and the East Danforth, taking advantage of neighbourhoods intransition, where old shops are closing, but new boutiques haven't yet found the confidence -- or the cash -- to move in permanently.

"We knew we wanted to pop-up somewhere," says Koss, an Oxford-educated former investment manager, "and we had discussions with various retailers." Ultimately, The Bay ended up being the best fit.

Though the online end features objects designed and made all over the world, the shop is all-Canadian, with about 80 per cent being from Ontario, and a good deal from Toronto itself, like a set of wooden cufflinks with stags or anchors burned into them by Vancouver’s Valerie Thai.

After a successful holiday season, they decided to stick around a little longer, and doubled their size.

Koss says it’s not permanent, though, explaining that despite good foot traffic, they don’t plan to stay past Mother’s Day, which can be a sort of second Christmas for the woman-oriented business. Many small, typically online retailers are opting for similar options, choosing pop-ups as an alternative to the conventional brick-and-mortar building.

New density a potential boon to Billy Bishop

According to data collected for Yonge Street Media, the new density in the core could radically alter the way an expanded downtown airport could be used.

The numbers, compiled by the policy and analysis section of the city’s planning division, report that about 30,000 people live and work within a 10-minute walk of Billy Bishop airport, and 600,000 within a 10-minute bike ride. Though at the moment one of the chief criticisms of an expanded airport, and even of the airport in its current state, is traffic congestion. But as more people move into the buildings in the vicinity -- including an entirely new neighbourhood planned less than a kilometre away at Front and Bathurst -- the benefits of an airport in the core may become ever more apparent.

According to a November report by BA Group prepared for the city, currently 35 per cent of passengers do not use cars of any sort to get to the airport. The report projects that number increasing to either 45 per cent or 50 per cent if shuttle and/or transit service to the airport is improved.

"The percentage of people who use other means to this airport is much higher than somewhere like Pearson," says Porter spokesman Brad Cicero.

The report did not look into the possible repercussions of the city's active encouragement of walking or cycling.

According to Porter, there are currently 2.3 million passengers using the island airport, of which 17 per cent -- or 390,000 -- are connecting passengers who never leave the terminal. Porter estimates this number would rise to between 25 per cent and 27 per cent should the new routes proposed by the use of jets be added.

Toronto Jail to be replaced by a park

The official handover was Dec. 31, they got the keys on Jan. 6, and if you go down to Broadview and Gerard today, you may see the windows coming off. It’s the end of the road for the Toronto Jail.

According to Shawna Curtis, a spokeswoman for Bridgepoint, the medical operation that runs the nearby hospital and has already occupied the old Don Jail building, the place should be gone by April, May at the latest.

In its place? A park.

"It will be knocked down and made into green space," Curtis says of the red brick building built in 1958 as an addition to its more famous predecessor, "with Blue Rodeo Way between that little piece of land and the old Don Jail."

Blue Rodeo Way, named for the band with strong Riverdale connections (their studio is nearby, and lead Jim Cuddy is a longtime Riverdalian) will link up with Jack Layton Way and Bridgepoint Drive.

The old Don Jail next door, which shut down in 1977 and was scheduled for demolition after it was deemed too dank and cold to be used for anything else, is now home to the offices of, among other Bridgepoint corporate employees, Shawna Curtis. Apparently, it’s a fine place to work.

"They've really paid a lot of attention to the inside o the building," she says. "It's an incredibly workable building."

Landscaping of the old Toronto Jail site is expected to start in May. PCL is in charge of the demolition.

Public gets its say on the future of street food

You wouldn’t think street food would be this difficult.

After years of mayonnaiseless hot dogs being pretty much the extent of what’s legal to sell on Toronto streets, and several recent attempts at something different – including the failed A La Cart program and last summer’s pilot project -- the city is holding a public meeting on the subject to ask for our advice.

According to Tammy Robinson, who works in the city’s communications department, the issues include how permits are issued, whether the moratorium on street food should be lifted from wards 20, 27 ad 28, how much space a vendor can occupy on a sidewalk, and how close they can be to restaurants.

Presumably you'll also be able to raise your voice for your favourite food. Been dreaming of street spaghetti since the first time you saw Lady and the Tramp when you were five? Now's your chance.

The meeting is being held Jan. 20 from 6-8 p.m. at City Hall’s Committee Room 2.

Bixi is dead. Long live Bixi

Despite its fatal business model, Bixi will survive, but it won’t be Bixi anymore.

The city has decided to take it over, handing the management of the troubled Montreal-based bike-sharing program to the Toronto Parking Authority until they can find a suitable management company with expertise in this area.

"One of the primary reasons Bixi is having trouble in Toronto is their business model was based on covering both the capital costs and the operating costs from operating revenue," says Daniel Egan, the city’s manager of cycling infrastructure. "It became pretty clear after a year that it wasn’t feasible."

As of Dec. 2, Bixi no is no longer connected to its parent company, and is wholly owned by the City of Toronto, which assumed its costs. The Parking Authority will run it until April when it hopes to have found a new manager, and when it will likely take a new name.

There is still a plan to expand the system by 22 stations net year, though moving north of Bloor is unlikely.

The handover is being funded, oddly, with $5 million that would have gone to paying for several public toilets pledged by a city media partner. This will cover a $3.6-million capital loan, with the extra $1.4 million being used for interim operating costs, and to contribute to a reserve fund that will pay for capital costs. The fund will also receive $70,000 annually from the city's transportation budget, and will be a recipient of so-called Section 37 money gathered by the city from property developers to fund city projects in the public interest.

Though Egan believes the program can be run better than it has been, he does not believe it can ever be profitable. "The goal is to break even," he says. "There's no illusion that it’s a money-maker. But we’re looking to make this program sustainable in the long term."

Toronto's heritage plan wins award

The city’s approach to heritage conservation has won it recognition from the Canadian Association of Heritage Professionals.

Guided by the planning department, in concert with a consortium headed by Taylor Hazel Architects, the city's policy, as embodied by a new amendment to the Official Plan, tries to treat heritage in a broader way than usual.

"We identify that conserving heritage buildings is not just a physical act," says Scott Barrett, the city's senior coordinator for heritage preservation services. They concentrate, he says, "on why it's important, on heritage values. They're not just an assemblage of buildings; they create a sense of place, places people can experience."

This is best exemplified in the city's Heritage District initiative, which looks into preserving entire neighbourhoods, rather than individual buildings.

"It's a significant change to our old policy," Barrett says.

The new approach calls for, among other things, archeological finds to "remain in place where possible," Barrett says, but according to the city's supervisor of archeology, Susan Hughes, "possible" is a frangible term.

Sometimes it works, like with the Norr Architects project for HK Hotels at Exhibition Place, where the remains of some barracks from the War of 1812 are being preserved where they lie, under glass. For the oldest house in the old City of York, the foundations for which were destroyed in the construction of the building that will house the Globe and Mail, or the remains of the 1830s Bishops Block, discovered then destroyed in the building of the Shangri-La Hotel, not so much.

In both instances, according to Hughes, it would have been "prohibitively costly" for the developers to incorporate the archeological finds into their new buildings.

But as the new and now award-winning amendment takes root, both Hughes and Barrett hope that more and better preservation of significant aspects of the city's history, early and recent, will be possible.

Three Toronto proposals make shortlist for Ottawa Holocaust memorial

Three of six finalists in the competition to design Canada's Holocaust monument in Ottawa are from Toronto.
 
The shortlist was announced last week, and among entries from Vancouver, Montreal and Massachusetts are proposals from Quadrangle Architects, as well as teams led by museum planner Gail Lord and art historian and curator Irene Szylinger. There were 74 submissions in total.
 
The monument, in whatever form it takes, will be going up at the corner of Booth and Wellington streets, near the Canadian War Museum in Ottawa.
 
The Toronto finalists were forbidden from talking to the media about their designs, but the ministries of Canadian Heritage and Foreign Affairs did release the names of all the members of each team. Szylinger’s team includes artists and architect Ron Arad, and Lord’s includes architect Daniel Libeskind and photographer Edward Burtynsky.
 
The shortlist was decided by a jury of art and design professionals, someone from the National Holocaust Monument Development Council, and a Holocaust survivor.

The winning design for the $8-million monument will be announced next winter. Len Westerberg, a spokesman for Canadian Heritage, says there will be a public exhibition of the finalists before the winner is announced.

Toronto's Art Deco heritage on display at Market Gallery

Our skyline is being defined for a generation, probably several, and it looks like Toronto’s decided it’s got a heart of glass.

But before the cult of mirrored and transparent rectilinearity bedazzled our pragmatic developers and their pet architects, Toronto allowed itself to show a little detail, some of which is on display at the Market Gallery’s show of the city’s Art Deco and Style Moderne history.

"Art Deco was a great escape route for designers coming of age during and after the First World War,"  says Alec Keefer, president of the Toronto Architectural Conservancy, which is putting on the show. "Those, like Alfred Chapman, J. J. Woolnough and Martin Baldwin, were looking for an approach that was daring and muscular. Art Deco and its successor Style Moderne allowed them to rid themselves of the cult and sophisticated trappings of classical elegant restraint that epitomized the Anglo-British school, full of conceits and mannerisms that was then the norm."

The exhibition, which opened on Saturday and runs until Jan. 25 on the second floor of St. Lawrence Market, is a good opportunity to get in touch with the burst of development Toronto experienced in the 1920s and 30s, much of which has since been replaced.

It's also a chance to think more general thoughts about Toronto's sense of self and place, leading viewers to look for themselves into other eras. Keefer has one, in particular, he'd like to see more attention paid to.

"In the decade immediate preceding the First World War," he says, "under the National Economic Policy there was a true explosion in the construction of factories, commercial lofts, and  warehouses. These over engineered beauties are one our greatest cultural and economic assets. They can if successfully managed be one of the truly economic generators, employing a work force even greater than when they were first opened."
